The region’s PESO managers end congress with renewed zeal to serve

MACROHON, SOUTHERN LEYTE - The PESO Managers from all over the region ended the Regional PESO Congress held here at Kuting Reef Beach Resort with renewed hopes of even greater service to their respective constituents.

This was the pervading consensus among the participants of the PESO Congress here as they concluded the important event. Representatives of each province in the region gave their impressions of the Congress in behalf of their co-participants. A common thread in their testimonies was their conclusion that this latest Congress was definitely different from previous Regional PESO Congresses and was a very rewarding experience!

DOLE Regional Director Forter G. Puguon aptly summed up their sentiments in his Closing Message when he said, “I think all of us are one in saying that this 9th Regional PESO Congress is in many ways a special and memorable one for all of us- in terms of the preparation, the attendance, the venue, the selection of topics, the resource persons who were mostly from the ranks of the PESO Managers themselves, the funding mechanism and the warm camaraderie generated among all the PESO Managers and participating staff of the DOLE Regional and Provincial Offices.”

It was evidently worth the while of the PESO Managers who traveled from their provinces to attend the Congress here. The learning sessions have enhanced their knowledge and understanding of the key role that their office, the Public Employment Service Office, plays in the socio-economic development of their respective LGUs and in the pursuit of excellence of their respective educational institutions.

The Congress opened with a warm welcome from Macrohon’s elegant lady Mayor, Honorable Fe Edillo, and an inspiring message pitched in by youthful beauty Ms. Guia Mercado in behalf of her father, Congressman Roger G. Mercado who was still in Manila.

The main proceedings of the Congress took off first on the “Criteria of the Search for the Best PESO Award.” Urging all the PESO Managers to actively eye for the awards, TSSD Chief Flordeliz D. Geonzon clearly explained the process and the requirements for the award.

The participants were thereafter treated to a series of very informative and educational topics on Labor Market Information such as the “Labor Employment Concepts”, the “Four-Window Model of the Public Employment Service Office”, the “Five Employment Aspects”, the “Labor Market Information in the Academe” and the “Labor Market Analysis of Region VIII”.

The topics were effectively discussed by PESO Managers Evelyn Gañas (Lawaan, Eastern Samar), Noel Arante (Calubian, Leyte), Raul Limpiado (Lope de Vega, Northern Samar), Virgelyn Udtohan (College of Maasin), and Aleksei Abellar (Sr. LEO, DOLE).

Aimed at empowering the PESO Managers, two more topics were presented, namely, “The PESO Manager-Characteristics, Attitude, Commitment & Capabilities” and “Career and Employment Coaching”. These were respectively discussed by PESO Managers Bernardita Lacbayo (Dulag, Leyte) and Michael de Lima (Barugo, Leyte).

In support of the move to institutionalize the PESOs, “A Roadmap Towards Strengthening the PESOs” was presented by Director Puguon, partly exemplified by the specific lead set by Catbalogan City which was explained in “The Catbalogan Process of PESO Institutionalization” by former PESO Manager Arturo Roque, now the Head of the Administrative Services of Catbalogan City. Thereafter, the PESO Managers buckled down to accordingly work out their respective action plans for 2010 in a simultaneous Planning Workshop by provincial groups. The Planning Workshop culminated in a Pledging Session specifically for the Special Program for the Employment of Students (SPES) which was facilitated by IMSD Chief Cristina T. Longjas and Budget Officer Salvacion A. Yepez.

The PESO Congress was brought to its successful culmination in a simple Closing Program graced by the presence of Sangguniang Panlalawigan member Albert Esclamado who represented Southern Leyte Governor Damian G. Mercado. SP member Esclamado thanked the DOLE Regional Office and PESOMA-EV for choosing the Province of Southern Leyte as the venue for the Regional PESO Congress. He underscored two impacts of the holding of the Congress in the province, namely, on the province’s development, since with its PESO Managers’ empowerment, the province will have greater gains in terms of employment opportunities for its people, and on tourism development for, as they go back home, the PESO Managers will be talking about their experience and good stay here in Southern Leyte.

And to spice up the closing program, the awarding of Certificates of Recognition and cash incentives of P2,000 check each to sixty (60) most active PESO Managers was given by Director Puguon, together with SP Member Esclamado, PESOMA-EV President Noel Arante, and Asst. Reg’l Director Cyril Ticao, assisted by Southern Leyte Field Office head Fe Norma D. Valuis and TSSD Chief Flordeliz Geonzon.

In his closing message, Director Puguon was profuse in his appreciation and thanks for the very successful and meaningful conduct of the Congress. He thanked his colleagues at the DOLE Regional Office, especially the TSSD headed by Flordeliz Geonzon and her Focal Person on Employment Programs, Sr. LEO Bernadette Navarra, who have been both at the forefront of the preparations for and conduct of the Congress, and the IMSD headedby Cristina Longjas. He also thanked his colleagues at the different Provincial Field Offices headed by ARD Cyril Ticao (Western Leyte Field Office), Chief Marites Viñas (Northern Leyte F.O.), Chief Fe Norma Valuis (Southern Leyte F.O.), Chief Ma. Letecia Cayanong (Biliran F.O.), OIC Chief Fe Estrella (Samar F.O.), Chief Pat Bigcas (Northern Samar F.O.) and OIC Chief Aleksie Abellar (Eastern Samar F.O.).

Likewise, he thanked the leaderships in Southern Leyte, Congressman Mercado, Governor Mercado who spent dinner time with them on the second day, and SP Member Albert Esclamado who really stayed throughout the closing program and the socials that followed, Mayor Fe Edillo of host municipality Macrohon, and PESOMA-EV President Noel Arante. He was also exuberant in thanking the Kuting Reef Beach Resort for the excellent accommodation and food , as well as the friendly service and attention to the participants’ needs during the whole duration of the Congress.

In concluding his message, he expressed his fervent hope that the Congress has rejuvenated all the PESO Managers for another year of committed and greater service to our common constituents in the region. “I hope we have been rejuvenated to give our best in the service of God by serving our fellowmen”, he said. LMWD to complete P25-M boosting project within first quarter of 2010

TACLOBAN CITY - The Leyte Metropolitan Water District (LMWD) assured that the P25 million in-line boosting project will be completed before the end of the first quarter of 2010 in the bid to enhance water pressure in this city.

In an interview, LMWD General Manager Nestor P. Villasin said that he told contractors to fast track the project seen to address the old-aged problem of low water pressure in the region’s capital city.

“This is a big project. That was designed to increase pressure to Tacloban. With this technology, we will push water to arrive to the city earlier,” said Villasin, adding that the current flow relies mainly on gravity from the source in Brgy. Tingib, Pastrana, Leyte.

The project was started last December 2009 with a budget coming from the income of the water district. The LMWD launched the project after it was duly endorsed by the Local Water Utilities Authority.

The project is located at the Government Center in Palo, Leyte, a property owned by the provincial government.

Villasin told Leyte Samar Daily Express that there will be no water rate increase since they don’t have to pay loans to finance the project.

“There will be an increase in the cost of power with this project but we have planned measures so it won’t result to rate adjustments,” he added.

The water pressure boosting will adopt the “second best technology” from Germany with made-to-order pumps from the said country, the official claimed.

“We are confident that this will improve our service. We won’t operate this at a full capacity considering the limitation of pipes but we are prepared in anticipation of possible leaks,” he added.

The low water pressure to the city, according to the general manager, is attributed to withdrawals in other towns of Leyte covered by the water district. Tacloban is the last area that receives water supply from the source.

“Sometimes the water level off with the ground that’s why the pressure is low,” he stressed.

Another factor is that the number of concessionaires served is more than the 12,000 household capacities that LMWD provides.

This year, it has listed over 19,000 connections in Tacloban City and 28,000 concessionaires in the towns of Dagami, Tolosa, Tabontabon, Sta. Fe, Pastrana, Tanauan, and Palo, all in Leyte . Based on last year’s computation, Tacloban, which accounts 70% of the water delivery, has been experiencing 25% deficiency.

Approximately 30,000 cubic meter of potable water is delivered to the LMWD service area every day with the main bulk of supply coming from the Rapid Filtration Plant in Pastrana, Leyte .

Another source is the water sedimentation plant coming from Hiabangan and Hitugnob rivers in Dagami town. (SARWELL Q. MENIANO)

 

Cellular phones with built-in camera not allowed inside voting precinct

TACLOBAN CITY- Cellular phones with a built-in camera will not be allowed inside the voting precinct in the forthcoming general elections.

This prohibition will stop possible practice on vote buying during elections, lawyer Jose Nick Mendros, acting regional director for Eastern Visayas of the Commission on Elections, said.

“But the main reason why bringing cellular phones with camera is not allowed is to preserve the sanctity of our votes (by not showing it to others,” Mendros said on Sunday.

But aside from preserving the sanctity of the votes, the ban is to minimize, if not stop, the practice on vote buying, the Comelec regional director said.

“This will somehow stop a voter from taking a shot from the ballot and show it later to the candidate as a proof that he (voter) voted for him (candidate),” Mendros said.

The prohibition, he said, is just one of the “measures” that the poll body has instituted to ensure credible elections.

“Of course, we cannot really totally do away with vote buying during elections. If a person will sell his votes, he can do it. It is a matter of one’s conscience,” Mendros said.

Digital camera and similar gadgets are also prohibited inside the voting precinct in the May 10 elections as provided under Comelec Resolution Number 8739, Mendros added.

The country may be conducting full-automated elections for the first time in its history on May 10, vote buying, among the hallmarks of the country’s conduct of elections, is still expected to occur.

Mendros was the guest speaker of a half-day seminar initiated by the Kapisanan ng mga Brodkaster sa Pilipinas- Eastern Visayas chapter participated by over 50 radio and broadcast reporters based in Tacloban with the forthcoming elections, notably on how the precinct count optical scan (PCOS) machines functions, as the topic.

Joining the acting Comelec- 8 director was lawyer Richard Japzon, the provincial elections supervisor of Biliran.

Francisca “Babes” Custodio, regional president of the KBP and station manager of DyVL, said that seminar involving media practitioners will help “acquaint” them on the forthcoming automated elections.

“We have been discussing about the automated elections and about the PCOS but then in fact we still lack more information or knowledge about them. This seminar-orientation will help us get more acquainted,” Custodio said in her opening remarks.

Questions like how to feed the ballot, proper shedding and the possibility that the transmission of data could be hacked were raised during the seminar.

Meantime, Mendros said that the Comelec may institute measures on ensuring a clean, peaceful and honest elections, it is still the voters, and the candidates, who will make them possible.

Gandara mayor sued for defying election laws

CATARMAN, Northern Samar - The police provincial office in Northern Samar  recently filed a case against Gandara Western Samar Mayor Antonieto Cabueños for illegal use of policemen as security.

A case for violation of Section 261 paragraph (t) of Batas Pambansa Bilang 881 as amended by Section 33 of Republic Act 7166 of the Omnibus election Code was filed against Cabueños last Wednesday afternoon at the office of Provincial Prosecutor Romeo Ebdane in Catarman Northern Samar.

The mayor’s police companions, PO2 Perfecto D. Merilles, PO3 Edgar J Delector and PO3 Jonathan V. Rama were also charged for violating Section 261 paragraph (q) and (s) of the same Batas Pambansa as amended by Section 32 of R.A. 7166 for “unlawful servitude as security detail’ to the mayor.

On February 2 Tuesday afternoon, Mayor Cabueños was intercepted at a checkpoint manned by the 8th Regional Public Safety Management Battalion (RPSMB) while the former was driving his brandnew Hi-lux, without plate number, along the highway in Barangay Urdaneta in Lavezares town 40 kilometers West of Catarman.

It was discovered that Cabueños had three police passengers -wearing complete uniforms and fully armed - apparently serving as his bodyguards. Under Comelec Resolution Number 8714, political candidates are only allowed a maximum of two policemen as security details.

According to Police Insepctor Elaine Espiña of the Police civil Relations Office, the three policemen had no documents that would show that their serving as security to the mayor was allowed by the Comelec.

“Based on Comelec Resolution 8714, policemen serving as bodyguards to candidates must carry a written authority to provide security from the Commission for their assignment to be valid.”, Espiña said.

Also, Cabueñas failed to coordinate with the Joint Secuirty Control Center (JSCC) in Northern Samar  when he travelled to the province with police escorts, which was another violation of the Comelec Resolution 8714 Espina added.

The RPSMB men led by Police Inspector Jomar Medil confiscated three M16 rifles from the police escorts, along with six long magazines with 50 live ammunitions of caliber 5.56, and five long magazines of with 75 live ammunitions of caliber 5.56. PO2 Merilles. PO3 Delector and PO3 Rama were held at the Northern Samar Police Provincial Office while Cabueñas was allowed to continue his trip.

Later the three policemen were freed after the lapse of 18 hours.

The cases against the Gandara mayor and the three police escorts are docketed at the Prosecutor’s office under NPS Nos. VIII-II-INV-10A-0012 and VIII-II-INV-10A-0013 respectively.(rachel arnaiz)

 

8 grand finalists to vie for ultimate singing sensation

TACLOBAN CITY – Leyte’s increasing pool of singing talents is set to grow again as eight grand finalists have been chosen Sunday at the RTR Plaza who would be vying for the title as the ultimate singing sensation in the Season 5 Search for Leyte IDOL with the Grand Finals set this March.

This year’s Grand Finalists, three are from Tanauan, Leyte, three from Ormoc City, one from Baybay City and another from Tacloban City.

The newest batch of Grand Finalists include 22-year-old law student Julius Modesto; senior high school student Janine Creer of Assumption Academy in Tanauan; 15-year -old high school student Maryrose Modesto of Tanauan National High School; Ormoc lass Jessa Mae Tagolino; 18-year-old belter May Obando; 16-year-old Kristine Ricarte also of Ormoc; Tacloban songster Melanie Tejano and Reginald Detabali of Baybay City.

During Sunday’s Leyte IDOL edition, Detabali emerged at the top among the eight finalists.

The eight finalists were the result of months of searching where the champion would have the chance to take home P200,000.00 worth of prizes and the chance to be Leyte’s singing sensation for 2010.

Already, the eight finalists have underwent drama and theater workshop to prepare themselves for the local limelight and entertainment. As has been in the previous search, whether the finalists get the top three winning spots in the contest or not, they get to be included in Leyte IDOL’s talent pool and are given regular exposures in various shows in and out of the province.

Meanwhile, Leyte Governor Carlos Jericho “Icot” Petilla is inviting all to witness the Grand Finals set initially on March 21. The governor vows to continue to discover singing talents and help them develop and explore their potentials for personal development and later for professional practice and believes that talents should have no borders.

IDOL stands for Icot’s Dream of Leyte, an initiative of Leyte Gov. Jerichol “Icot” Petilla, even as the title itself was a spin off from the popular US show “American Idol.”

In last year’s Season 4 of the Leyte IDOL Search, the competition was opened for the first time to potential contestant-artists outside Leyte province that included other places of Region 8, Leyte and Samar islands. (AHLETTE C. REYES)
